Monterrey's recurring water shortages — which I experienced firsthand in my first week of the UDEM exchange — revealed how opaque day-to-day water scarcity remains for the residents who live through it.
01 · PROBLEM
During shortages, residents had no transparent, neighborhood-level way to tell whether a water issue was only in their house or across a wider area, and no reliable channel to coordinate support.
02 · RESEARCH & VALIDATION
Interviewed UDEM students who lived through the 2022 crisis, mapped municipal communication gaps, ran informal user-validation conversations, did desk research on stakeholder dynamics, and presented the concept at the UDEM entrepreneurial hub. The recurring pattern: residents trusted one another long before they trusted institutions, and the success of any platform would hinge on trust, reliability and ease of use.
03 · SOLUTION DESIGN
A community-powered visibility platform combining outage maps, refill listings, multi-source verification and a bilingual forum where residents co-curate trusted information — designed so people can understand whether their problem is local or systemic, and act on it.
04 · TECHNOLOGY USED
Technology enabled community coordination — geospatial reporting, multi-source verification logic and bilingual interfaces — so the trust mechanic, not the map, became the product.
05 · PROTOTYPE
Bilingual prototype featuring crowd-validation, geo-tagged reports and a verification mechanic requiring multiple independent confirmations before a status is published.
06 · IMPACT
Adopted as a reference model for civic-innovation work within the UDEM exchange program. Connected through a teacher to a major regional software-development company for further conversation.
07 · Lessons
Public-sector innovation is gated by political receptiveness, not problem severity. After utilities and government contacts went unresponsive, I pivoted from a residents+public-sector framing to gated-community operators — same problem, reachable stakeholder, real conversations. The map is downstream of trust.
08 · FUTURE
Partner with a gated-community operator or local NGO for a closed-neighborhood pilot, and extend the verification pattern to power, transit and public safety signals.

Integrate the learning, not just the artifact.
A prototype's purpose is to teach. If it shipped and nothing was learned, it failed — even if it functioned.
